In Wuhan it's getting worse and worse. There's also a seasonal variation. Summer is generally ok, but now were coming into autumn and winter which are a disaster.

From what I know tier 1 cities might slowly be starting to improve. They receive all the pollution attention (especially Beijing) from both local and international media, so the authorities have had no choice but to act. But it's a purely a local thing, and all they are actually doing is forcing the polluting factories out of the high profile places and into the rest of the country.
